Report of the Secretary
The following are motions made by MNO Synod Council and Executive since April, 2008.
ADMINISTRATIVE (Executive Motions)
MSC EX-May-08-01 that Don Martin be removed as signing authority for the MNO Synod.
MSC EX-May-08-02 that effective July 1, 2008, Allan Francis be added as signing authority for the MNO Synod.
ADMINISTRATIVE (Synod Council Motions)
MSC SC 70-08-09 that the ad-hoc committee on Constitution and By-laws develop a policy for electronic meetings of the Synod Council and Synod Executive in order to conduct business on behalf of the Synod.
MSC SC 70-08-12 that Synod Executive be given authority to fill vacancies on standing committees between council meetings.
MSC SC 71-09-09 that the Synod Executive develop a policy on gifts to the synod for approval by Synod Council.
MSC SC 71-09-11 that Synod Council approve the use of the National Church Council’s protocols for electronic and email meetings.
MSC SC 71-09-13 that we direct the Synod Executive to develop a policy covering the cost of travel for the bishop’s spouse.
MSC SC 71-09-14 that we give approval to the Lutheran Theology Seminary in Saskatoon to conduct a capital campaign in the MNO Synod not to commence before September 2009.
MSC SC 71-09-20 that the Synod Executive be given the authority to appoint members to the Standing Committees, between now and the next Council meeting.
MSC SC 70-08-20 that we approve the implementation of the Luther Village Endowment Fund and Capital Campaign, and that congregations can be approached between March 1st and September 30th, 2009.
MSC SC 71-09-24 that for 2009 the Synod Executive be empowered to act on the Synod Council’s behalf to deal with any Examining Committee recommendations.
MSC SC 72-09-16 that we approve the Spouse of Bishop Travel Expenses policy.
MSC SC 72-09-17 that we approve the Synod Executive Approval of Programs policy.
MSC SC 72-09-18 that we approve the Bequests and Gifts policy.
MSC SC 72-09-19 that Synod Executive review the Synod Grants Application Policy.
MSC SC 72 -09-20 that the Committees of Synod Council Policy be approved subject to the adoption of relevant by-law changes at the 2010 Synod Convention.
MSC SC 72-09-21 that we approve the proposed bylaw changes for presentation and adoption at the 2010 Synod Convention.
MSC SC 72-09-28 that we move in camera.
MSC SC 72-09-29 that we move into an open session.
MSC SC 72-09-42 that Synod Council direct staff to develop a mission trip manual and bring a draft to Synod Council for approval.
MSC SC 72-09-43 that Synod Council approve in principal the creation of a part time synod staff position of “Young Adult Ministry Facilitator,” responsible for coordination of the synod Campus Peer Ministry program, as well as responsibility for assisting congregations and the synod with young adult ministries, for a three year term.
MSC SC 72-09-44 that Synod Council delegate the following authority to Synod Executive:
to sign off on audited financial statements;
to act on Synod Council’s behalf to deal with any Examining Committee recommendations;
to fill vacancies on Luther Village Board.
MSC SC 72-09-45 that Synod Executive review the Professional Leader’s Study Conference funding model and report back to Council in March 2010.
BUDGET & FINANCE (Executive Motions)
MSC EX-Dec-08-01 that we ask the Treasurer to investigate the Winnipeg Foundation and its possible management of the MNO Synod Foundation assets.
MSC EX-Dec-08-02 that we recommend that Synod Council approve up to $5,000 to Lutheran Urban Ministry for the Volunteer in Mission position.
MSC EX-Sept-09-01 that we approve a reduced registration fee of $140 regarding the Professional Leader’s Study Conference for three rostered leaders serving non-parish calls or Temporarily Without Call.
MSC EX Oct-09-01 that the early payout of $10,000.00 from First English Lutheran church’s holdback fund be forwarded immediately.
BUDGET & FINANCE (Synod Council Motions)
MSC SC 69-08-13 that we adopt the Audited 2007 Year End Statements.
MSC SC 70-08-10 that the financial statements be adjusted to reflect the transfer of responsibility for Lutheran Urban Ministry from the Committee for Missions to Synod Council.
MSC SC 70-08-11 that Synod Executive be given the discretion to reduce the hold-back of funds from the sale of First English in order to replace the CECF funding to the Lutheran Urban Ministry.
MSC SC 70-08-14 that the grants recommended by the Review Committee, $900 to Luther Village and $1,800.to Prairie Fire, be approved.
MSC SC 70-08-15 that we re-advertise the availability of $1,000 in matching grants for projects that relate to the MNO Synod theme ”In Mission for Others – A People Called.”
MSC SC 70-08-16 that we appoint OnBusiness Chartered Accountants Inc, as the auditors for the year ending December 31st, 2008.
MSC SC 70-08-19 that we approve the implementation of the Mission as Hope resource development program.
MSC SC 70-08-21 that we will honor our 2008 commitments, and if that results in a deficit, the 2009 budget will contain a line item for repayment of the deficit.
MSC SC 70-08-22 that the Synod Executive be directed to develop a list of mission opportunities that could be funded from the gift from Faith Lutheran Church, Winnipeg. The list is to be circulated to Council members by October 30th, 2008.
MSC SC 71-09-05 that Council approve the release of the restrictions on the following internally restricted funds: 2008 Convention Surplus, Staff Training, Study Conference Surpluses, Stewardship Practicum Surplus and Office Renovations.
MSC SC 71-09-06 that Council confirm that the following externally restricted funds are now released for General Operations; Faith Geraldton and Holy Cross Latvian.
MSC SC 71-09-07 that Council delegate to Synod Executive the authority to complete and sign off on the 2008 audited Financial Statements
MSC SC 71-09-10 that Synod Council approves the launch of the Mission as Hope appeal as presented at its January 2009 meeting.
MSC SC 71-09-15 that Synod Council approve the following uses for the Faith, Winnipeg donation: Volunteer in Mission for LUM – $5,000; Mission as Hope expenses, 2008 and 2009 - $5,000; Technology i.e. Webinars – $5,000; Synod-wide Renewal Event(s) - $5,000; Youth travel to the Evangelical Lutheran Church of Cameroon Youth Conference 2009 – $5,000.
MSC SC 71-09-16 that the Synod Council move in camera to consider staff salaries.
MSC SC 71-09-17 that the Synod Council move into an open session.
MSC SC 71-09-18 that the Synod Council approve the 2009 salary plan as presented.
MSC SC 71-09-19 that we move to approve the consolidation of the following funds: Youth Work Project, Youth Training Team, Youth Project North, Bursaries, Youth Retreats, Rural Youth Project, and Youth Leaders Training Event, into one fund entitled “Youth Ministry.”
MSC SC 71-09-21 that we approve the 2009-2011 revised budget as presented.
MSC SC 71-09-22 that Synod Executive be authorized to pay the first $29,000. of Column B Congregational Benevolence to the National Church
MSC SC 71-09-25 that the Synod Council authorize the Synod Executive to re-categorize the Faith, Winnipeg donation from Internally Restricted to Externally Restricted, and re-state the 2007 Financial Statements accordingly.
MSC SC 09-28 that the following applications for the MNO Synod Foundation for Mission and Ministry grants be approved: Lutheran Urban Mission -- $5000, Waldersee, Christ Lutheran -- $500 - $1000, Winnipeg, Faith Lutheran -- $1000
MSC SC 72- 09-12 that a new internally restricted fund be created, known as the Mission as Hope New Initiatives Fund. The purpose of the fund shall be to provide funding for new programming identified in the Mission as Hope Appeal. Decisions on which specific new programs will be funded shall be made by Synod Council.
MSC SC 72-09-13that 75% of the 2009 year-end surplus, to a maximum of $20,000, be transferred to the Mission as Hope New Initiatives Fund at year-end.
MSC SC 72-09-14that the Restricted Fund Summary, and the year-end actions proposed therein, be approved as presented.
MSC SC 72-09-15that onBusiness Chartered Accountants Inc. be appointed as auditor for the year ending December 31, 2009
MSC SC 72-09-22 that the funding structure and risk management plan for CCMET be approved as presented.
MSC SC 72-09-23 that a contingency of $3,826 to be added to the CCMET budget, bringing the total budgeted cost of the trip to $40,000, and the cost per participant to $5,000.
MSC SC 72-09-24 that the unallocated balances of the 2007, 2008, and 2009 Foundation Grants be allocated as follows:
Sage Creek Discernment Group $2,000 for
promotional purposes as they see fit;
CCMET 5,300.
MSC SC 72-09-25 that the 2010 budget be approved as presented.
MSC SC 72-09-26 that the 2011 and 2012 budgets be approved for presentation to the 2010 Synod Convention.
MSC SC 72-09-27 that the Synod Executive be authorized to pay the Column B National Church benevolence during 2010 if they are satisfied that the congregational benevolence Column A budget will be exceeded.
MSC SC 72-09-35 that Synod Council endorses the 2010 Mission as Hope communication package.
MSC SC-2010-1E That Synod Council approves the 2011/2012 Compensation guidelines and recommends them for adoption by the 2010 Synod Convention.
CONGREGATIONS & CONFERENCES (Executive Motions)
MSC EX-Feb-09-01E that the transfer of the congregation of Bethesda, Kenora from the Cambrian Conference to the Brokenhead Conference be approved, effective immediately.
CONGREGATIONS & CONFERENCES (Synod Council Motions)
MSC SC 70-08-17 that the proposed bylaw change to the Hilldale Lutheran Church Constitution be approved.
MSC SC 70-08-18 that the Synod Council give the Synod Executive discretion to approve the constitutional amendments of the Riverton-Hnausa Lutheran Church.
MSC SC 09-26 that the transfer of the congregation of Bethesda, Kenora, Ontario, from the Cambrian Conference to the Brokenhead Conference be approved, effective immediately.

MSC EX-Oct-08-01 that Rev Ted Chell be appointed to the Committee for Church and Society for the term 2008 - 2012.
MSC EX-Oct-08-02 that Joanne Stewart and Jennifer Sissons be appointed to the Committee for Worship and Arts for the term 2008 – 2012.
MSC EX-Oct-08-03 that Sandra Herbst-Luedtke be removed from the Committee for Theological Education and Leadership
MSC EX-March-09-03 that Scott Janke be appointed to the Committee for Theological Education and Leadership effective upon his resignation from the Youth Committee. This term to run until 2012.
MSC EX Feb-10-01 that Ralph Feniuk, Tim Wintoniw, and Sonja Reisdorf be appointed to the Luther Village Board for 3 year terms ending 2013.
MSC EX Feb-10-02 that Rebecca Schultz be appointed to Christian Education to complete the term of Elaine Dehn, ending in 2012.
COMMITTEES & BOARDS (Synod Council Motions)
MSC SC 69-08-06 that we appoint Rev. Lanny Knutson and Elaine Dehn to the Committee for Christian Education.
MSC SC 69-08-07 that we appoint Herman Yaeger to the Committee for Church and Society.
MSC SC 69-08-08 that we appoint Randy Loeb, Rev. Stacy Moroz, Kelly Speak, and David Stewart to the Committee for Mission, with Kelly Speak to be given the two-year term.
MSC SC 69-08-09 that we appoint Ruth Lee, Beverly Wahl, and Sandra Herbst-Luedtke to the Committee for Theological Education and Leadership.
MSC SC 69-08-10 that we appoint Rev. Kolleen Karlowsky-Clark and Karen Jackson to the Committee for Worship and the Arts.
MSC SC 69-08-11 that we appoint Rev. Bruce Gelhorn, Carey Buss, and Christian Robson to the Committee for Youth Ministry.
MSC SC 69-08-12 that we appoint Chris Buffie to replace Sabrina Buffie on the Foundation Grants Dispersal Committee.
MSC SC 69-08-16 that we nominate Allan Francis as the Treasurer for the MNO Synod for election at the 12th Biennial MNO Synod Convention.
MSC SC 70-08-13 that we appoint Randall Klaprat, Michael Kurtz, Gerlinde Berglund, and Jennifer Jantz to the 2010 Nominating Committee.
MSC SC 71-09-23 that the following persons be appointed to the Foundation Grants Committee: Brian Lorch, Chris Buffie, Susan Pearce, Shirley Barrow .
MSC SC 09-29 that Ben Nickel be appointed to Synod Council to fill the position created by the resignation of Diane Rey.
MSC SC 72-09-36 that Lindsay Byron be appointed to the Committee for Youth Ministry, to fill the un-expired term of Scott Janke.
MSC SC 72-09-37 that the Luther Village Endowment Fund and Capital Campaign can be brought to congregations between May 1st 2010 to October 31st, 2010.
MSC SC 72-09-38 that the following dates be set as future meeting dates:
March 18th & 19th, 2010; April 22nd, 2010 at 4pm at
Gloria Dei Lutheran Church;
November 4th & 5th, 2010;
April 7th & 8th, 2011;
November 17th & 18th, 2011.
MSC SC 72-09- 39 that personnel issues would be recorded through in camera minutes for the Committee for Theological Education and Leadership.
MSC SC 72-09-40 that we express our thanks to the Boards and Committees who partner with us in ministry.
MSC SC 72-09-41 that Synod Council direct staff to facilitate an orientation workshop for chairs of synod committees in cooperation with Synod Executive.
PROFESSIONAL LEADERSHIP (Executive Motions)
MSC EX-Nov-08-01 that we move Mark Tiefenbach to Temporarily Without Call.
MSC EX-March-09-06 that MNO Synod Executive, on behalf of MNO Synod Council, approves Robert Grewe for ordination, subject to completion of studies, receipt and acceptance of a call, and receipt of his written undertaking to complete a program outlined in a letter to Robert Grewe from the MNO Synod Bishop dated March 19, 2009.
MSC EX-May-09-01 that MNO Synod Executive on behalf of MNO Synod Council approves Kris Taylor for consecration subject to successful completion of colloquy examination, and receipt and acceptance of a call.
MSC EX Oct-09-02 that Michele Barr be placed on the roster of the ELCIC and, upon receipt and acceptance of a call, be consecrated as a deacon, with the following qualifications, in the spirit of affirmation:
1. that mentorship, as required by the First Call Program ,
be chosen in consultation with the Bishop, and that it be a
person who has not been involved in her formational
process thus far.
2. that she pursue, with her mentor, theological reflection on
contextual practice
3. that she pursue strengthening her understanding of her vocation as a diaconal minister within the horizon of the church.

CONVENTION (Synod Council Motions)
MSC SC 69-08-14 that we designate April 22nd – April 25th, 2010 as the dates for the 13th MNO Synod Convention.
MSC SC 69-08-15 that the MNO Synod Convention registration fees for Rev. Paul Sodtke be covered by the synod.
MSC SC 69-08-17 that we designate the Convention Opening Worship Offering to Financial Aid for Seminarians.
MSC SC 69-08-18 that we designate the honorarium for Rev. Gunther Kern’s 40th Anniversary of Ordination to Lutheran Urban Ministry.
MSC SC 70-08-07 that the Synod staff investigate the possibility of holding a one-day convention in 2010. Their findings will be reported back to the next Synod Executive meeting.
MSC SC 70-08-08 that the Synod Executive develop a revised policy for the printing of the Synod Convention Minute Book and report back to Council in time for presentation to the 2010 Synod Convention.
MSC SC 71-09-08 that Gloria Dei Lutheran Church be approved as the site of the April 22nd to 25th, 2010 Convention.
MSC SC 72-09-30 that the Agenda for the 2010 Synod Convention be approved as presented.
MSC SC 72-09-31 that the following registration fees be set for the 2010 Synod Convention:
Lay and rostered delegates: $380
Visitors: $125
Banquet only: $ 35
Renewal event only: $ 25
Late registration fee: $ 25
Youth delegates, retired rostered ministers, OLC and TWC rostered ministers, rostered ministers in special calls where the calling agency is not responsible for fees: no charge.
MSC SC 72-09-32 that the automobile travel reimbursement and hotel policy for the 2010 Synod Convention be as follows:
- All delegates traveling from congregations or calls outside of the Perimeter Highway shall be entitled to a paid convention hotel room (double occupancy.)
- All delegates traveling by car from congregations or calls located outside of the Perimeter Highway shall be entitled to travel compensation of .20 per kilometer for the driver plus .03 per passenger.
MSC SC 72-09-33 that the convention minutes be sent electronically to delegates for insertion into their Bulletin of Reports.
MSC SC 72-09-34 that Don Engel be asked to serve as the 2010 Synod Convention Parliamentarian.
