Committee members are made up of rostered ministers and congregation members, who are appointed to the committee by the Synod Council for a four-year term. Existing committee members nominate potential new members. 

Each committee has a budget approved by the Synod Council and they spend within their budget, subject to oversight by the Synod Executive. Each committee also oversees certain appropriated funds and determines if, when and how the money in these appropriated funds is to be spent. The authorization for these expenditures comes from motions passed at their Committee meetings, subject to oversight by the Synod Executive. 

Luther Village – Lutheran summer camp
Luther Village is a non-profit corporation, wholly owned by the Synod. Luther Village is governed by a board of directors (appointed by Synod Council) that is responsible for overseeing operations and cash disbursements.

Lutheran Urban Ministry (LUM)
LUM is a non-profit corporation that was founded by the Synod. LUM now operates independently of the Synod. LUM is governed by a board of directors (elected by LUM members) that is responsible for overseeing operations and cash disbursements.
